박근혜 대통령 탄핵이 예상되는 가운데 대선에 출마해 대통령이 되어 달라고 반기문 전 총장께 접근한 사람이 많은 걸로 압니다. 당신이 보유한 차별화된 기술과 국제사회에서의 폭넓은 인적 네트워크는 분명 좋은 자산이 되어줄 겁니다. 짙은 불확실성의 안개가 한국을 뒤덮은 이 순간에 당신이 나서야 한다고 요청하는 사람들이 당신 주변을 둘러싸고 있겠지만, 잠시 한 발짝 뒤로 물러나 역사 속에서 자신의 역할에 대해 심사숙고하시길 부탁드립니다.
대선의 경우 이미 여러 사람이 출마하겠다고 선언했습니다. 모두 그 역할을 잘해낼 수 있는 분들이죠. 그러나 이보다 더 중요한 임무가 있습니다. 이 임무를 잘해낼 수 있는 사람은 유엔 사무총장이었던 당신밖에 없습니다. 미국에서는 도널드 트럼프가 대통령에 취임했습니다. 트럼프는 인권을 지키기 위한 노력을 공공연히 반대하고, 유엔을 분열로 몰고 갔던 존 볼턴에게 외교정책 자문을 구하고 있습니다. 그리고 엑손 전임 최고경영자(CEO)인 렉스 틸러슨을 국무장관으로 지명했습니다. 기후변화 해결을 위한 대응책을 지지하지 않고, 미국이 남중국해에서 중국의 모든 활동을 중단시켜야 한다고 주장하는 사람입니다. 그가 자신의 신념을 행동으로 옮긴다면 핵전쟁이 발발할 수도 있다고 전문가들은 우려하고 있습니다.
오늘날 지정학적 위기의 심각함은 아무리 강조해도 지나치지 않습니다. 제2의 냉전 혹은 열전이 발생할 경우, 동북아시아 중심에 있고, 미·중 양국과 긴밀한 관계를 맺고 있는 한국은 첫 희생자가 될 것입니다. 한국은 당신을 필요로 합니다. 반 전 총장님이 갖춘 뛰어난 네트워크를 활용해 동북아의 군사적 긴장을 고조시킬 계획을 차단하고, 기후변화를 우선순위로 해결하고, 위기를 극복할 대타협을 이루고, 구속력 있는 미래 비전을 이끌어낼 독창적이고 강력한 이니셔티브를 시작할 수 있습니다. 앞으로 한국은 전 세계 다양한 주체를 하나로 모아서 이 노력에 대한 지지를 이끌어낼 필요가 있고, 이를 잘해낼 사람은 바로 반 전 총장님, 당신입니다.
당신은 중국과 러시아, 일본, 미국, 한국의 최고 인재들에게 영감을 주어 동북아의 안정을 도모하고, 국가 간 상호지원 관계를 이끌어낼 혁신적 계획을 개발하도록 만들 수 있습니다. 군비 제한을 이끌 새로운 시스템과 환경문제에 대한 대응, 보다 정의로운 사회 구현을 위한 새로운 체제의 기반을 닦기 위해 기존 6자회담의 틀을 활용할 수도 있습니다.
곽영훈 실크로드도시협력포럼 의장은 최근 “모두를 위한 글로벌 거버넌스의 새로운 비전을 추진하려면 국가 단위에서 벗어나야 한다. 각 도시와 함께 일하고 문화와 경제, 환경 차원에서 사람과 사람 사이 관계를 촘촘히 이어줄 동맹을 구축할 필요가 있다”고 말했습니다. 지역에 맞춘 세계화, ‘글로컬라이제이션’에 적합한 글로벌 거버넌스를 제시하면서 인근 지역 간 긴밀한 관계가 내포한 군국주의의 위험에 대응할 수 있음을 시사한 발언이었습니다.
반 전 총장님, 당신은 지역 국가를 한 데 모으고 동아시아의 군사적 긴장 고조 위협에 대응할 때 유엔의 도움을 끌어올 수 있는 분입니다. “유엔은 국제 평화와 안보를 유지하는 데 목표를 두며, 이를 위해 평화에 대한 위협을 예방하거나 차단하는 한편, 공격행위나 기타 평화 침해 행위를 진압하고, 평화적 수단을 찾기 위해 효과적인 집단조치를 취한다”는 유엔헌장을 근거로 임무를 수행할 수 있습니다.
인도의 시인 라빈드라나트 타고르는 한국에 대해 이런 시를 쓰기도 했죠. ‘일찍이 아시아의 황금시기에/ 빛나던 등불의 하나였던 코리아/ 그 등불 다시 한 번 켜지는 날에/ 너는 동방의 밝은 빛이 되리라.” 여기서 시인은 평화의 문화가 그 뿌리를 한국에 두고 있음을 시사했습니다. 제1차 세계대전으로 이어진 제국주의 전쟁에 대한 대안을 한국이 제안했다고 본 것이죠.
반 전 총장님, 지금처럼 위험이 깊고 어둠이 짙어지는 시기에 한국이 평화의 나라로서 주어진 운명을 실현하고 유엔이 새롭고 긍정적인 방향으로 나아가도록 이끌어 주십시오.
I know that many have approached you about the possibility of your serving as president of Korea after the anticipated impeachment of President Park. You have a unique set of skills and a broad range of friends in the international community that would serve you well. You are surrounded by people asking for your help in this moment of tremendous uncertainty in Korea. But I hope that you have a moment to step back from the crowd and contemplate your role in history now that you have become such a critical figure.
There are several people out there who are entirely capable of serving as the president of the Republic of Korea. But there is an even more critical job, and you are the only one who is qualified to play that role as former Director General of the United Nations.
At this very moment Donald Trump is being sworn in as president of the United States, a man who has openly opposed a commitment to universal standards on human rights and who has taken as a central advisor John Bolton, a man who is committed to taking the entire United Nations system apart. And President Trump has nominated for secretary of state the former CEO of EXXON, Rex Tillerton, a man who has no interest in the response to climate change and who has advocated that the United States actively stop all Chinese actions in the South China Seas—an act that many experts think could lead to nuclear war.
The scale of the geopolitical crisis today cannot be overstated and Korea, at the center of Northeast Asia, with close ties to both the United States and to China, will be one of the first victims of such a new cold war, or hot war. Korea needs you, and your network, to start an entirely original and powerful initiative that can oppose military conflict, put the focus on climate change, and put together grand bargain to address this crisis head on through a coalition of the committed throughout the region.
You must lead the effort. You can bring together the best and the brightest of China, Russia, Japan, the United States and Korea to come up with a true grand bargain that will assure a stable peace in Northeast Asia and healthy integration. You can make the loose group that made up the Six Party Talks into the foundations for a new system for the resolution of conflicts and address such pressing issues as arms limitations talks, climate change and a more just society.
Recently Kwaak Young-hoon, president of the Silk Road Cities Cooperation Forum, remarked to me, “We must move beyond the simple rubric of the nation state as we pursue a new vision for global governance. We need to work with cities, to form alliances that will create a denser web of connections in terms of culture, economics and the environment. The Silk Road offers the opportunity to revive power traditions of cooperation from the past and use them to build a future.”
He was suggesting the future direction for global governance and for the United Nations and the solution to the threat of militarism and giving the Silk Road as a possible model. We cannot cling to an outdated vision of international relations and we must avoid conflicts born of economic arrogance. You, Mr. Ban, can bring our region together and enlist the help of the United Nations to respond to this need.
Korea has a special relationship with the United Nations from long before the Korean War which you should embrace. When Emperor Gojong sent Yi Jun and Yi Oui Jeong to the Second International Peace Conference at the Hague in 1907 to plead for Korea’s rights he knew that those advocates for global peace were sympathetic to Korea’s cause. One of the leading international peace groups, Cercle Internationale, gave them the floor and Yi Oui Jeong delivered an impassioned speech.
When the Korean independence movement arose in 1919, protestors did not contemn Japan as a nation, but called rather for a vision of a global cooperation and peace, as had Ahn Jung-Geun before them, that went beyond ruthless imperialism. The Korean independence movement also embraced the peace movement behind the League of Nations.
When the Indian poet Rabindranath Tagore wrote in 1929 of Korea, saying, “In the Golden Age of Asia/Korea was one of the lamp-bearers/That lamp waits to be lighted once again/For the illumination of the East” He was suggesting that the movement for both world peace and for local independence led by Korea offered the potential to transform the very culture of Asia and lead to a new renaissance beyond the overly materialistic Western culture that had overrun the world under colonialism.
You have been granted a chance to realize Korea’s destiny as a nation of peace and lead the United Nations in a new and positive direction at this time of profound danger and gathering darkness. Continue that work here in Northeast Asia. There is no time to waste.
