Yonsei Univ. Cancels Admission after Tuition Payment Fails

A, who was admitted to Yonsei University in the 2019 school year, had his admission canceled after failing to pay his tuition on time. A argued that the tuition was not transferred due to a system error with a Korea Post bank account. The school explained that they had no choice but to cancel his admission according to regulations, because it was not a computer error, but negligence on the part of the student, who failed to check the completion of the transfer. The school and A confirmed that there was an error with the tuition payment on February 1. A informed the school of this fact and even took part in his department's orientation program for new students on February 7-8.

On February 14, on Yonsei University's Facebook page, Daenamusup(bamboo forest), A wrote, "Due to a system error at Korea Post, my college tuition was not deposited in time, and my admission was canceled. Yonsei University said that it was my fault for not checking to see if the transfer was successful, but Korea Post submitted a document on the system error to the school and even claimed it would be responsible for any problems concerning admissions, but the school still notified me that my admission was canceled." According to A, he transferred the tuition free through a Korea Post account on February 1, the final day for tuition payment.

Yonsei University argues that the money that A transferred did not go through because of the ATM delayed withdrawal system. The delayed withdrawal system suspends the transfer or withdrawal of money from an ATM for thirty minutes when more than a million won has been deposited into the account. According to Yonsei University, the school sent a text message to A on the afternoon of February 1, after the transfer failed, and notified him that his tuition had not been paid.

A Yonsei University representative said, "We tried to find a way to help the student from his and his parents' position, but we had no choice but to handle the matter according to regulations after considering fairness in college admissions and fairness with other students." The school further elaborated, "If we withdraw the cancellation of A's admission, the student who was later admitted could suffer disadvantages."

At around 10:05 a.m. on February 1, A's parents handed B, an acquaintance who worked at Korea Post, the card of a bank account in which they had deposited 4.7 million won and asked him to pay the tuition, because they were not familiar with bank transfers. But the account was subject to the ATM delayed withdrawal system, which freezes accounts for thirty minutes when over a million won has been deposited to the account. B believed that the money was successfully transferred, when the transfer had actually failed to go through, so A’s tuition fee was not sent to the school by 4 p.m. the deadline for tuition payments.

In a phone conversation with the Kyunghyang Shinmun this day, A's parents said, "After we realized that the money had not been transferred, an employee at Korea Post called the school in the evening and asked them to open the account, but they didn't. Afterwards, we sent documents explaining the system error to the school several times, but they cancelled the admissions."

A's parents said, "The Korea Post confirmed that the money was transferred, so we believed them. We had paid the 430,000 won deposit for college admission a long time ago. Doesn't that show that we are willing to enter the school. The school won't listen to us. What did our son do wrong? On February 7-8, he even took part in the department's orientation for new students thinking that he would be admitted."

A was admitted to the Department of Computer Science at Yonsei University in rolling admissions. Since A was admitted in the rolling admission, he was not able to apply to any other school in the regular admissions.
